Josef A. Horter

Josef A. Horter is Of Counsel in Bailey & Wyant’s Charleston office.  He was born in Wheeling, West Virginia.  He graduated from West Virginia University in 1982 with a Bachelor of Science Degree in Economics.  He received his law degree from Ohio Northern University in 1985.  While in law school, Joe placed second in the school’s Moot Court competition and also received the scholastic award in Contracts.  He also has training and experience in mediation.

Joe was admitted to the West Virginia and South Carolina bars in 1985.  He is also admitted to the Fourth Circuit Court of Appeals and to the West Virginia Northern and Southern District Courts.  His focus of practice is in commercial litigation, including predatory lending litigation; construction litigation; personal injury defense; and creditor bankruptcy.  He has provided in house training to insurance clients on issues arising in adjustment of claims and has written and spoken on predatory lending litigation for bankruptcy education courses.  He has experience in trying over 40 jury trials in Federal and State court in his career.

Joe was previously a leader in the Boy Scouts of America.   He currently is a member of the West Virginia Wheelers Bicycle Club, the Baltimore and Ohio Railroad Historical Society and currently serves as Secretary of the Kanawha Valley Railroad Association, Inc.  He resides in Charleston with his wife, Monica.
